She won't quite stand steady on her own but a bit of wax under her feet would do it

with a hook on the back for hanging

With a little research I've learned that Abbott's was a prominent Philadelphia area dairy and ice cream company famous for its home milk deliveries by horse drawn wagon, to which this folk creation does great justice. C. 1920s 30s I believe, with the horse constructed of several pieces
